Seeing the many signs they put at the bottom that racers should already know, it seems like they may be letting the public on during certain circumstances, but that’s just a guess. Perhaps it’s current regulations to do that?

Yeah, I would figure that those signs are mandatory on any lift, regardless of useage

Correct. Whether the lift is open to everyone or not, racers are considered public passengers and all the usual regs apply.
