Towers without lifting frames can be a right pain in the butt when it comes time to do service on the sheave assemblies. The crew needs to bring along a ton of rigging, including an A-frame/gin pole and extra hoists and slings to make the whole setup work. With a lifting frame you only need a hoist and sling (if you’re only lifting the rope) or a longline and block (if you’re lowering the assembly to the ground).
Why would a ski area not want lifting frames?

To save $$$$$$$ this mountain used to be served exclusively by T-Bars so this lift was a major upgrade and I’d imagine it’s a low budget operation.
