Was the person authorized to walk to the summit of this lift even though the ski resort was already closed for winter operations?

The ski areas are public property. Anyone can walk anywhere on them.

Most are. A few like Big Sky or Deer Valley are private property, but are generally encouraging of people being on the mountain. There’s also sometimes restrictions on uphill travel preseason, for avy control to take place.

But in this instance, Peter was totally allowed to be there.

There really should. I think a high speed quad for the lower lift, and fixed grip quad for the shorter lift.

The lift to the village has been planned for 50 years or so. Don’t get your hopes up. They still have operating lifts from 1967, so think those might be higher priority for replacement.
