I believe the CTEC towers were installed before the new drive terminal and upgrade to a triple in 1991 as they look to be of the older design that CTEC obtained from Thiokol rather than the newer style that was in production during the late 80s and early 90s.
I was referring to towers like the one in the 5th photo. The tower tubes may be original Hall but the crossarms look like CTEC replacements to me. There are also several fully Hall towers.
