We had an abnormally high spring flood that year due to a heavy snow pack and a delayed melt so both freshets came at the same time. Usually they are separated by a month or so, with the southern portion of the Ottawa River watershed melting first, followed by the northern portion in Quebec. It was about 8 feet above normal levels. During the winter, it’s usually very frozen.
Do we assume the river is lower in the winter?

I assume so. The same could be said for the Quad chair at Springhill Winter Park, Manitoba.
