I believe the bottom of Westwall is the lowest point on the mountain, and that the vertical drop is measured from the peak to the base of Westwall, not to Silver Queen.
East river is my favorite lift to lap there. The other lifts you kind of have to chain lap with silver queen and the high life as well as East river, paradise, and north face.
Why is this lift at Crested Butte? Unless you want to lap Lower Championship or Buckeye, I really don’t see a reason to use this lift. I’m sure it serves some purpose, does anyone know what the point of this lift is?
West Wall services a bunch of condos and apartments near the base area, you can see in the last two photos that there is a pretty big development around the bottom of the lift.
West Wall also gets riders who ski the Banana & Peak Chutes out of the flat runout area that exists after you ski them, around Banana Exit and Lower Championship.

Google earth says the east river base is around 9,140′, so about 100 feet lower than the main base.
