The last time I went there in 2024 they removed all the towers but the bottom terminal stayed I don’t know about the top terminal if it is still there or not.
Looks like there is no counterweight at the top. Check out the last two photos. Looks like tension is done with a hand cranked winch that is mounted on the support pole.
