The CTEC chairs were added in 2006. They were not new. They came off the original Wonderama chair. The hanger arms are longer than normal because they were custom made for when the chairs were first installed on the Wonderama Lift. This results in a very low seat loading height which is good for a beginner lift. Originally, this lift had Hall-style chairs like the old F-Lift, but without footrests.
I have noticed that over the years I skied there. These chairs still have the custom longer hanger arms that they had on the original C-Lift. That could have something to do with it.

Is it just me, or do the chairs all hang like they need a little inside balast?
