Province Orders Mont-Sainte-Anne Closed Again
There’s plenty of snow in Québec but those wishing to ski Mont-Sainte-Anne this weekend will need to do so under their own power. The province issued an order Friday night prohibiting the major ski area near Québec City from operating any of its four detachable lifts, citing recent electrical problems and deficiencies discovered in a recent inspection. Québec’s ropeway regulator issued a similar order in December 2022 following a series of high-profile incidents. In February 2020, the mountain’s gondola suffered an abrupt stop, injuring more than a dozen passengers. A less serious incident occurred a month later, which combined with Covid, closed the gondola for more than a year. In December 2022 a cabin fell from the same gondola, a mishap later blamed on human error. The Québec building authority ordered five lifts shut down, causing the entire ski area to temporarily cease operations in the middle of winter.
This time Québec ordered three detachable quads and the gondola closed, effectively shuttering the resort. Inoperable lifts include a 1986 Doppelmayr quad, a 1987 Doppelmayr quad, a 2013 Doppelmayr quad and a 1989 Doppelmayr gondola. Mont-Sainte-Anne has yet to open this season, citing damage from a November 28th power outage. Repairs had been completed and the resort was set to reopen Saturday until the order came down at 6:09 pm Friday evening. “The Régie du Bâtiment du Québec (RBQ) has ordered the closure of the aerial ski lifts at the Mont-Sainte-Anne ski resort,” the province said in a press release. “This order, served today on the operator, follows inspections carried out on Wednesday, December 10, in connection with a failure on the 25,000-volt high-voltage network that powers the buildings, ski lifts, and snowmaking system…The results of the inspection showed that the break affecting an underground section of the electrical network prevented the normal and safe operation of the equipment covered by the order, which constitutes a danger to the safety and physical integrity of people,” said the release. “Furthermore, the seriousness of the shortcomings observed in recent years creates an emergency situation that requires the RBQ to intervene without delay in order to prevent irreparable harm to the public.” The order noted Mont-Sainte-Anne and owner Resorts of the Canadian Rockies were notified not to operate lifts more than a week ago on December 5th. It also alleged the mountain has suffered recurring electrical problems for more than 10 years that are believed have contributed to the gondola incidents in 2020.


“As a reminder, ski resort operators are primarily responsible for the safety of their customers,” said Stéphane Petit, Vice President of Inspection at the RBQ. “Our priority remains public safety. The resumption of activities will depend on the pace at which Mont-Sainte-Anne complies with the requirements of the order.” Proposed remedies include testing of service and emergency brake systems, demonstration of functioning communications systems and a written evacuation plan in the event of a power failure. “We wish to clarify that we will fully comply with this order and that we will cooperate in all the upcoming steps, which will begin early next week,” the mountain said to customers. “While we are naturally disappointed not to be able to launch our winter season, snowmaking continues actively on the north and south facing slopes.” The mountain plans to open its conveyor lifts, restaurants and retail shop this weekend and welcomed the public to ski tour with purchase of an uphill ticket. It also invited season passholders to go cross country skiing or visit nearby Stoneham, also operated by RCR.
This is the latest setback in a long saga for one of Québec’s largest resorts. Mont-Sainte-Anne operates on public land via a long-term lease and many have called for the province to revoke its agreement with Resorts of the Canadian Rockies due to incidents and lack of investment. However last December the province opted instead to inject CA$50 million into the resort in partnership with RCR. Nearly a year later, the deal still has not been signed.
Quebec to Inject $50 Million at Mont-Sainte-Anne
The Government of Quebec today announced a CA$50 million investment in Mont-Sainte-Anne, the crown jewel of Resorts of the Canadian Rockies eastern operations located near Quebec City. Under the deal, RCR will be required to invest an equal amount of private capital over the next five years. Half the government’s contribution will come as a forgiveable loan while the other half must be paid back with future revenue.
Mont-Sainte-Anne operates on provincial land under a 99 year lease inked in 1994. Since that time, Alberta-based RCR has installed just one new lift, the Panorama Express in 2013. The mountain suffered several lift incidents in recent years and many called on the province to terminate its lease and partner with a different operator. Groupe Le Massif and Compagnie des Montagnes de Ski du Quebec both expressed interest but the province concluded the current lease with Resorts of the Canadian Rockies should continue. One condition of the loan to RCR is periodic, independent safety audits.
A large chunk of the infusion is earmarked for new lifts characterized as “ultra modern.” Newspaper La Presse reported that the mountain’s 1989 Doppelmayr gondola, 1987 Doppelmayr detachable quad L’Express du Nord and 1986 Samson quad La Tortue will all be replaced. No specific timelines or lift types were shared but anything new will be a welcome upgrade. The main lodges and snowmaking system will be modernized and a mountain coaster installed. “Our government has chosen the best option to ensure the sustainability of the mountain, ensure safety for users and make this jewel of the Côte-de-Beaupré region once again,” said Kariane Bourassa, Member of Parliament for Charlevoix-Côte-de-Beaupré. “The $50 million invested by the Government of Quebec comes with clear conditions that RCR must respect. These investments will help restore the reputation of the resort, with new ski lifts and modernized infrastructure that will improve the customer experience while reducing energy consumption.”
Government of Quebec Orders Mont-Sainte-Anne to Remain Closed
Four chairlifts and the gondola at Mont-Sainte-Anne will not carry passengers again until regulators receive a full report into last Saturday’s gondola detachment and the resort takes additional steps to ensure safety. Though no one was injured last weekend, the fall of the cabin was the third serious incident in three years on the gondola and follows numerous other failures and evacuations of lifts at Mont-Sainte-Anne. A nine page order issued today by the Quebec Building Authority (RBQ) prevents operation of the 1989 Doppelmayr gondola L’Étoile Filante as well as the mountain’s three detachable quads and one fixed grip quad. Mont-Sainte-Anne’s two T-Bars and other surface lifts are not affected.
“During the morning startup of the R-176 (L’Étoile filante) ski lift last Saturday, a malfunction occurred in the attachment of cabin number 92 to the cable of the lift,” the agency wrote in a press release. “The checks that were made before the ski lift was put into operation did not comply with the requirements of the CSA Z98:19 standard or the manufacturer’s instructions.” Z98 is the Canadian equivalent of the ANSI B77.1 standard for passenger ropeways in the United States. Specifically, the agency said the lift stopped itself that morning and displayed an “incorrectly positioned grip lever ± 10%” fault. “The mechanic dispatched to the scene carried out a simple visual inspection and authorized the restart of the lift,” the agency stated. Doppelmayr’s manual instead prescribes running the lift slowly in reverse, removing occupants if applicable and running the affected carrier empty through the switch again. If the same fault repeats, the cabin should be removed from the line immediately. Instead, the lift was quickly restarted in the forward direction and cabin 92 tripped another safety system on towers 23 and 24 before falling to the ground. Even though the lift had not opened to the public for the day, employees were on line and had to be evacuated.
The RBQ noted it has issued more than 25 correction notices to Mont-Saint-Anne since 2015. That year, an unnecessary rope evacuation occurred on the Express du Nord due to personnel having insufficient training. Also in 2015, a ski instructor and child jumped from the Express du Sud as their chair, stuck on a tower, was hit by other chairs. The lift continued moving despite the derailment and sustained significant damage. That mishap was blamed on “lack of maintenance.” Six days later, the same lift was rope evacuated due to motor and gearbox failures.
A pair of 2020 incidents on the gondola were both sudden stops that led to guest injuries, some requiring hospitalization. The RBQ noted that “shortcomings with regard to maintenance” were found and it took more than a year for the lift to be repaired (perhaps in part due to Covid). In addition to $1.5 million in upgrades, approximately half of the cabins on the gondola were decommissioned.
Today’s order outlined steps which must be taken before Mont-Sainte-Anne can return aerial lifts to operation. “For the R-176 ski lift (L’Étoile Filante), the RBQ requires MSA to obtain an expert’s report aimed at explaining the malfunction of the equipment and to apply the recommendations of this report, in addition to obtaining a security certificate signed by an engineer,” the agency wrote. “As for the resort’s other ski lifts that have detachable grips…the RBQ orders, among other things, to carry out the verification of the moving parts on all the grips and to obtain a safety certificate signed by an engineer.” Finally, the watchdog requires that Mont-Sainte-Anne submit a training plan to ensure that personnel know, understand and properly apply operating procedures.
Mont-Sainte-Anne’s most recent statement on the incident came yesterday, before the government’s order. “The operation and maintenance of ski lifts are governed by laws and standards that we must respect,” said Maxime Cretin, Vice President and General Manager for Resorts of the Canadian Rockies, Eastern Region. “Constant monitoring of the operation and a detailed maintenance log are required for all our lifts. User safety is a priority for our teams. We continue to offer our cooperation to the competent authorities who will continue their inspections a the beginning of the next week. For the moment, no hypothesis has been ruled out from the ongoing investigation into the gondola,” he said.
The RBQ noted that it does not take revocation of operating permits lightly but that last Saturday’s event could have been fatal. “Ski resort operators are primarily responsible for the safety of their customers,” commented Stephane Petit, Vice President of Client Relations and Operations at the Quebec Building Authority. “Our priority remains public safety. The reopening of the ski lifts will depend on the pace of fulfillment of the requirements set out in the ordinance by Mont-Sainte-Anne.”
Update: Mont-Sainte-Anne issued another statement tonight, 12/16:
“We were informed of the Order from the Building Authority that was issued to us at the end of the afternoon today. We will make every effort to implement the requested requirements and honor the trust of our customers. A review of procedures and training was already scheduled this weekend and additional inspections were also planned for the resumption of operations. Awaiting the final findings of the investigations, we are working on a safe plan to restore activities.“

Cabin Falls from Mont-Sainte-Anne Gondola
For the third time in three years the gondola L’Étoile Filante at Mont-Sainte-Anne is shuttered due to an incident. This time no one was injured when an empty down bound cabin detached and fell from the haul rope before the mountain opened for the day. A tower safety system stopped the lift automatically and workers arrived to find the cabin on the ground. The mountain has been closed for at least the weekend while the incident is investigated.
“We continue to verify the entire lift and secure the site, read a statement from the resort. “A full inspection procedure was initiated to verify and validate the causes of the event. The teams of the lift manufacturer as well as the competent authorities were called upon to assist our teams in the inspection of the gondola.”
Mont-Sainte-Anne owner Resorts of the Canadian Rockies noted what happened today is not related to a February 2020 incident which sent a dozen people to the hospital or a March 2020 one which injured another person. The gondola was closed for a year after those accidents and underwent $1.5 million in upgrades before reopening in March 2021. Still, the Doppelmayr-built system is 33 years old and RCR has received criticism for lack of investment across its six ski areas. Mont-Sainte-Anne’s lift fleet averages 35 years old with three detachables dating back to the 1980s. Earlier this year, the well-capitalized Groupe Le Massif offered to buy Resorts of the Canadian Rockies’ two eastern resorts, an offer which RCR declined.
For now Mont-Sainte-Anne passholders can ski at nearby sister resort Stoneham. Mont-Sainte-Anne plans to shift snowmaking efforts to the south side of the mountain not serviced by the gondola and will update guests when it can reopen.
Epic Pass Adds Six Canadian Resorts + Telluride, Ikon Gains Five, Mountain Collective Scores Big Sky
The latest battle in the 2018-19 season pass war is being waged to the north. Vail Resorts today announced the Epic Pass will now include up to seven days at six mountains owned by Resorts of The Canadian Rockies – Fernie, Kicking Horse, Nakiska, Kimberley, Mont-Sainte-Anne and Stoneham. The addition of these MAX Pass refugees follows Alterra’s recent announcement that Revelstoke, Sunshine Village, Lake Louise, Mt. Norquay and Sugarbush will join the new Ikon Pass. In addition, Telluride has defected from the MCP to join Epic and Ikon partner Big Sky Resort will also join the Mountain Collective.
The 10th anniversary Epic Pass will go on sale tomorrow with access to 21 North American destinations with 284 lifts. It will offer unlimited skiing with no blackout dates at Vail Resorts owned mountains and a limited number of days at partner properties like Telluride. Epic Passes will also offer access to international resorts including Hakuba Valley, Japan; Perisher, Australia; and Val d’Isère, France. In theory, you could hit a crazy 61 resorts on this pass. Pricing is still pending.
The 2018-19 Mountain Collective Pass is on sale now for $409 and includes up to 33 days at 16 destinations, most of which are unchanged from last year (Telluride is out, Big Sky in.) The MCP includes access to 19 separate mountains in North America with 231 lifts and 50 percent off days after the first two. Most Mountain Collective destinations are also on the new Ikon Pass for those seeking more days.
The Ikon Pass offers unlimited access to most of Alterra Mountain Co.’s resorts with limited access to Deer Valley and numerous partner resorts. The flagship pass will cost $899 with a blackout date version for only $599. Ikon includes the most North American options by far with 32 mountains and 400 lifts. It’s not quite as many as the defunct MAX Pass (45 mountains, 435 lifts) but Ikon offers many more days at higher-caliber places. The Ikon also goes on sale tomorrow.
